The problem

The mandate is defined. The infrastructure isn't.

From 01 Jan 2027, 10 U.S.C. 4872 covers material mined, refined, separated, melted or produced in a covered nation. Suppliers who could answer at the melt shop now have to answer at the mine. Most primes and subs lack the data to prove it.
